How much a signal weakens travelling through open space, from the frequency and distance. Free-space path loss is the best case: a clear line of sight with nothing in the way. It rises with both distance and frequency, which is why higher bands need bigger antennas or more power to reach as far. Real links always lose more to obstacles, terrain, foliage and weather, so treat this as the floor and add margin in the link budget.
